Waiting pickup
Order of decisions
Ready → eligible → urgent → nearby
Providers accept ranked jobs. A server-confirmed claim prevents two providers from owning the same pickup.
Workload confidence: limited
Market health can inform coverage. Machine occupancy and remaining capacity need a shared, current record before they can safely enforce assignment limits.
